This House Prefers a world in which post-independence India adopted a radically decentralized federal structure

Under India's centralized federal system, the central government controls most tax revenues and retains the authority to pass laws that states must legally enforce. In a radically decentralized model, individual states hold full fiscal independence and total legislative authority, leaving New Delhi responsible for issues explicitly of national interest, such as defence, foreign affairs and currency.
